Dr. Surakiart Sathirathai, Deputy Prime Minister,
Dr. Kantathi Suphamongkhon, Minister of Foreign Affairs,
Excellencies, Ladies and Gentlemen,

It is an honor for me to be invited to participate at this High Level Panel on His Majesty the King and Human Development and to speak as someone who has had the high privilege of observing His Majesty at close quarters.  This Panel is being convened at a time of great joy and celebration for the Thai people and nation.  For next month, on June 9th, the entire Kingdom will come together to celebrate the auspicious occasion of the Sixtieth Anniversary of His Majesty the King’s Accession to the Throne, making our beloved Monarch the longest reigning Monarch in the world.

I am also pleased to join others in welcoming His Excellency, Mr. Kofi Annan, the Secretary-General of the United Nations, who is visiting Thailand and who will be personally presenting the UNDP’s (United Nations Development Program) Human Development Lifetime Achievement Award to His Majesty the King on this auspicious occasion. This is indeed a source of great pride to all the Thai people.

The United Nations, in particular, the UNDP, is to be commended for having helped pioneer the idea of human development at the global level.  The idea of putting people first in development policies has found resonance throughout the international community.  The pledge to human development was renewed by the international community in the Millennium Declaration in the year 2000 and subsequently in the World Summit Outcome Document last year, which clearly bears the imprint of UN Secretary-General Kofi Annan.

But what of Thailand?

Excellencies,

The title of this High Level Panel, “His Majesty the King and Human Development” is most appropriate. It reflects, I believe, one of the main thrusts of His Majesty’s commitments and achievements in Thailand for the past sixty years of His reign. During this time, the Thai people have been blessed by having benefitted from the tireless efforts of His Majesty in easing the plight and improving the welfare of His subjects.  To me, therefore, the story of His Majesty’s lifelong work is very much a story of promoting human development.

Sixty years ago, at His Majesty’s coronation in 1946, His Majesty articulated his overriding goal: “We shall reign in righteousness for the benefits and happiness of the Siamese people.”  Those words encapsulate the commitment of His Majesty to placing the people of Thailand at the very heart of His reign and at the center of His initiatives.  

Throughout the six decades since then, these words of commitment have been reflected in deeds.  His Majesty has visited every province of the kingdom to learn first hand the challenges facing the people and to help. I still recall the pioneering visit made by Their Majesties the King and Queen to the impoverished Northeast in 1955. Over the course of twenty-two arduous days, the Royal Couple visited villages and cities, talking to ordinary people and civil servants, learning of their problems and concerns.  Since then, such visits have become a regular feature of His reign.  

Countless Royal Initiatives followed to bring development to people in the most remote corners of the kingdom. The Chai Pattana Foundation was established to provide initial financial support for development projects.  His Majesty’s learning centers served as venues for experimentation of new crops that would enable farmers to enjoy more productive crop yields.  In all of these initiatives, the focus has always been on what the people need. In His Majesty’s words, “In working out a program to help people, it is necessary to know the people that you intend to help.”

Excellencies, Ladies and Gentlemen,

The list of Royal Initiatives is endless. A one day discussion would not do justice to sixty years of His Majesty’s contributions. Rather, I wish to reflect on what I see are His Majesty’s key guiding principles imparted to the Thai people in pursuing their lives and development.

First, His Majesty has always emphasized the importance of moderation in pursuing ones lives. The “middle path”, when practiced at the level of individuals, families and communities, as well as collectively in pursuing a balanced national development strategy, will provide a firm foundation to face the challenges of today’s globalized world.  It is reflected in His Majesty’s “Sufficiency Economy” which, though practiced for a long time, gained prominence in the aftermath of the 1997 financial crisis. “Sufficiency Economy” involves applying moderation in all human endeavors. It lessens our appetite for wealth and wasteful consumption. It does not advocate isolationism but facilitates smoother integration into the global economy. And it helps strengthen the moral fiber of the nation by promoting honesty and integrity.

Second, there is a need for people to have perseverance to face up to hardships and suffering.  Whatever challenge to human security that an individual faces, it can be overcome.  But one needs to work hard. This applies to development.  There is no quick fix for any problem, no easy way to getting at a solution. We need to rely on ourselves first.  Lord Buddha once taught over two millennia ago that “Thou art thine own refuge”.  That is why His Majesty’s Royal Initiatives have been oriented to “helping people to help themselves.”  

Third, people should maintain their individuality—in identifying problems and in choosing solutions. It presupposes freedom of choice for the individual. But it also suggests that choices be made wisely. This requires that people have a keen sense of awareness. At the same time, people should be willing to make sacrifices to help the community, village or country, to contribute to the common good.  We can have both.  His Majesty once said, “To act for the common good does not mean that everyone must make sacrifices to the extent of denuding oneself.  It means that we should sacrifice what can be sacrificed in order for the people to survive.”

And fourth, people should cherish the sense of being Thai.  We are an old nation of rich cultural heritage and a wealth of collective wisdom accumulated over many generations.  The Thai people should not only be proud of this—they should seek to make use of this local knowledge in earning their living. Knowledge from the outside world is also important. Nevertheless, His Majesty urges prudence in the application of knowledge, from whatever source. We should be more selective in what we seek to embrace.    

Excellencies, Ladies and Gentlemen,

His Majesty has been called a Working Monarch by some, a Development King by others.  But in the center of His heart lies the people of Thailand.  That is why our Beloved Monarch, the Soul of the Nation, has always been and will always be the leading force for human development in this country.  And for this, we, the Thai people, are deeply grateful.

"Your Excellency,
Ladies and Gentlemen,

Later today I will have the honour to present the United Nations Development Programme’s inaugural Human Development Lifetime Achievement Award to His Majesty King Bhumibol Adulyadej. I feel especially privileged to do so on the sixtieth anniversary of His Majesty’s accession to the throne.

For the United Nation, this ceremony has special significance for another reason as well: it marks the very first time that we recognize outstanding contributions to development through this Award.

Human development, reduced to its essence, is a very simple concept: it is about empowering people. Not the few, not even the many, but all people. It is about empowering them through education, through opportunity, through health care and nutrition. It is about empowering individuals with choices so that they may live healthy, knowledgeable and creative lives.

Human development puts the individual at the centre of development. It emphasizes economic growth and sustainability, human rights and security, equity and political participation.

The United Nations prioritises such development at the very centre of its agenda, and we put tremendous effort into promoting it. We do it through UNDP’s global and national Human Development Reports. We do it through the development work of UN Country Teams in 166 countries across the world. And we do it through this award.

After all, if human development is about putting people first, there can no better advocate for it than His Majesty.

At his coronation in 1946, His Majesty uttered the famous Oath of Accession: “We shall reign with righteousness, for the benefit and happiness of the Siamese people”. Ever since, His Majesty has lived this Oath, selflessly devoting his time and efforts to the wellbeing and welfare of the people of Thailand, regardless of their ethnicity, religion or legal status.

As the world’s “Development King”, His Majesty reached out to the poorest and the most vulnerable people of Thailand, listened to their problems, and empowered them to take their lives into their own hands.

His Majesty’s rural development projects have benefited millions of people across Thailand. They have prompted small-scale agriculture; appropriate farming technologies; sustainable use of water resources; conservation; and flood and drought mitigation.

In Northern Thailand, His Majesty’s rural development initiatives have helped reduce opium harvests through crop substitution. At the same time, these projects have improved access to healthcare and education for the local population, and brought significant benefits to the ethnic groups living in the mountainous region along the Myanmar and Lao borders.

His Majesty’s active support for a wide range of social causes has proved crucial to their success. From promoting child health to combating iodine deficiency, from campaigning against disease to increasing access to education, programmes supported by His Majesty impact the every day lives of millions of his subjects.

At the same time, His Majesty’s visionary thinking has helped shape the global development dialogue.

His Majesty’s “Sufficiency Economy” philosophy — emphasizing moderation, responsible consumption, and resilience to external shocks — is of great relevance to communities everywhere during these times of rapid globalization. The philosophy’s “middle path” approach strongly reinforces the United Nations’ own advocacy of a people-centred and sustainable path toward human development.

His Majesty’s development agenda and visionary thinking are an inspiration to his subjects, and to people everywhere.

With today’s Award, we hope to further promote the ideas and experiences of His Majesty’s work, and to help draw attention to their underlying thinking well beyond the borders of the Kingdom of Thailand.

For His Majesty’s extraordinary achievements and deep and unwavering commitment to human development, this afternoon it will be my great honour to present to His Majesty the UNDP’s first ever Lifetime Achievement Award.

"Thailand ‘Development King’ to receive first Human Development Lifetime Achievement Award



26 May 2006: UN Secretary General Kofi Annan will present the first ever United Nations Development Programme Human Development Lifetime Achievement Award to His Majesty King Bhumibol Adulyadej of Thailand for his extraordinary contribution to human development on the occasion of the sixtieth anniversary of his accession to the throne.



This special prize is to be given to leaders who have over the years exemplified dedication in their leadership to the values underlying human development – social justice, growth with equity, human security, democratic governance and environmental sustainability.



During his 60 year reign, H.M. the King has tirelessly helped improve the lives of poor people across Thailand and has traveled across the entire country visiting communities even in the most remote areas.



His Majesty has also made an invaluable contribution to human development through his philosophy of "Sufficiency Economy". With its emphasis on sustainable development, responsible consumption, diversification of household-level production, resilience to external shocks, and community empowerment, His Majesty's philosophy is a powerful way of reducing poverty and protecting poor communities against the vagaries of globalization.



“His Majesty has selflessly devoted his time and effort to the wellbeing and welfare of the Thai people”, says UNDP Resident Representative Joana Merlin-Scholtes. “Through this prestigious Award, UNDP pays tribute to his Majesty’s development work and visionary thinking.”



Other Human Development Awards include the biennial Mahbub ul Haq Award for Outstanding Contribution to Human Development given to national or world leaders — previously awarded to President Fernando Henrique Cardoso of Brazil in 2002 and founder of Bangladesh’s Rural Advancement Committee, Fazle Hasan Abed, in 2004 — as well as five categories of awards for outstanding National Human Development Reports.



The United Nations Development Programme promotes human development through the publication of global and national Human Development Reports, and through the work of UN offices on the ground in 166 countries across the world. This award is an important part of this vast undertaking. Thailand’s forthcoming National Human Development Report in 2007 will focus on His Majesty’s Sufficiency Economy Philosophy on the occasion of the King’s eightieth birthday.

       หม่อมฉัน องค์พระประมุขและพระราชอาคันตุกะทุกพระองค์ ณ ที่นี้ มีความปีติชื่นชมและรู้สึกเป็นเกียรติอย่างยิ่ง ที่ได้มีโอกาส มาพร้อมเพรียงกัน ในวันนี้ด้วยเหตุผลสองประการ

       ประการแรก หม่อมฉัน องค์พระประมุขและพระราชอาคันตุกะทุกพระองค์ ได้มาพร้อมเพรียงกัน ณ ที่นี้ ด้วยความปรารถนาเฉก เช่นเดียวกับประชาชนทุกคนในผืนแผ่นดินไทยอันทรงไว้ซึ่งประวัติศาสตร์ที่ ยาวนานและน่าภาคภูมิใจ นั่นคือ เพื่อถวายพระพรแด่ฝ่าพระบาท และสมเด็จพระราชินี ผู้เป็นที่รักของ พระองค์ด้วยความเคารพและชื่นชมในพระบารมีเป็นล้นพ้น ตลอดจนเพื่อมอบความปรารถนาดี อย่างจริงใจให้แก่ปวงชนชาวไทยทุกคน

       อย่างไรก็ดี สำหรับวโรกาสอันสำคัญยิ่งเช่นวันนี้ คงจักต้องมีสิ่งใดที่มากเกินกว่าเพียงการแสดงไมตรีจิตให้กัน ไม่ว่าไมตรีจิตนั้น จะอบอุ่นหรือจริงใจสักเพียงใด

       ดังนั้น เหตุผลสำคัญประการที่สองที่สำคัญเยี่ยงกัน ที่เราต่างมาพร้อมเพรียงกัน ณ ประเทศที่งดงามของฝ่าพระบาทในวันนี้ ก็เพื่อร่วมกันถวายพระเกียรติแด่ฝ่าพระบาท

       ฝ่าพระบาททรงเป็นพระมหากษัตริย์ที่ทรงพระเจริญอยู่ในสิริราชสมบัติยาวนานที่สุดพระองค์หนึ่งในประวัติศาสตร์ ระยะเวลาที่ฝ่าพระบาททรงครองสิริราชสมบัตินั้น เป็นสิ่งหนึ่งที่จะถูกจารึกไว้เพื่อเป็นบันทึกทางวิชาการ อย่างไรก็ดี แน่นอนว่า เราทุกคน ณ ที่นี้ มิได้เดินทางมาเพียงเพื่อจะร่วมเฉลิมฉลองบทบันทึกเหล่านี้ เราทุกคนมาพร้อมเพรียงกัน ณ ที่นี้ เพื่อเฉลิมพระเกียรติแด่ฝ่าพระบาท

       หกสิบปีที่พระองค์ทรงครองสิริราชสมบัติ มิได้เป็นเพียงหกสิบปีในประวัติศาสตร์ของชาติไทย แต่เป็นหกสิบปีที่เป็นประวัติศาสตร์ ของเราทุกคน เป็นประวัติศาสตร์ที่ได้ประสบทั้งสิ่งดีและสิ่งร้าย ทั้งความปลื้มปีติและความโศกเศร้า ทั้งเรื่องที่น่าตื่นเต้นยินดีและเรื่องที่น่าสิ้นหวัง

       ห้วงเวลาที่ผ่านมาเป็นห้วงที่เกิดความเปลี่ยนแปลงขึ้นอย่างรวดเร็วและกว้างไกลมากที่สุดเท่าที่เคยประสบมาในประวัติศาสตร์ของมนุษยชาติ ความเปลี่ยนแปลงเหล่านี้ท้าทายการดำรงอยู่ของเราในทุกมิติ โดยเฉพาะความเป็นชาติอันธำรงไว้ซึ่งอธิปไตย ในยามที่ถูกท้าทายเช่นนี้ สิ่งที่เราทุกคนเพรียกหาคือ การตัดสินใจที่ถูกต้องและเฉียบแหลม

       ทุกครั้งฝ่าพระบาทได้ทรงใช้พระราชปรีชาญาณ พระสติปัญญา พระวิริยะอุตสาหะ ตลอดจนความองอาจและกล้าหาญ ที่พระองค์ทรงมีอยู่อย่างท่วมท้น ในการนำประเทศให้พ้นภัย ฝ่าพระบาทไม่เคยทรงอยู่ห่างไกลจากประชาชนของพระองค
์ ไม่เคยทรงมีพระราชดำริให้ประชาชนเป็นเพียงผู้ฟังคำสั่งหรือบริวาร ในทางตรงกันข้าม ฝ่าพระบาททรงอยู่เคียงข้างพสกนิกรของพระองค์ และทรงร่วมทุกข์ร่วมสุขกับประชาชนชาวไทยตลอดมา

       ฝ่าพระบาททรงทำให้ประชาชนชาวไทยทุกคนมีความภาคภูมิใจอย่างสุดซึ้งในเอกลักษณ์และมรดกตกทอดทางวัฒนธรรม อีกทั้งยังได้ตระหนักด้วยว่า ประเทศไทยนั้นเป็นผืนแผ่นดินที่เป็นของชาวไทยทุกคนอย่างแท้จริง และที่สำคัญเหนือสิ่งอื่นใด ฝ่าพระบาททรงทำให้ชาวไทยทุกคนมีความเชื่อมั่นในตนเอง

       ทั้งหมดนี้เป็นการขยายผลมาจากแบบอย่างความสำเร็จของฝ่าพระบาทแทบทั้งสิ้น พระปรีชาสามารถของฝ่าพระบาท เป็นศูนย์รวม แห่งแรงบันดาลใจให้แก่ประชาชนของพระองค์ตลอดมา ไม่ว่าจะเป็นในด้าน วิชาการ ศิลปะ วิทยาศาสตร์ หรือแม้แต่การที่ทรงเป็น แบบอย่างที่เรียบง่ายของการเป็นพ่อผู้มีแต่ความรักและเสียสละเพื่อลูก

       ณ วันนี้ ประชาคมโลกต่างตระหนักถึงความสำเร็จทั้งหลายทั้งปวงของฝ่าพระบาท หม่อมฉัน องค์พระประมุข และพระราชอาคันตุกะ ทุกพระองค์ที่มาพร้อมเพรียงกัน ณ ที่นี้ จึงมีความปลาบปลื้มปีติยินดีเป็นอย่างยิ่ง ที่องค์การสหประชาชาติได้ทูลเกล้าฯ ถวายรางวัล ความสำเร็จสูงสุดด้านการพัฒนามนุษย์แด่ฝ่าพระบาท

       พระราชกรณียกิจและความสำเร็จทั้งหมดที่กล่าวมาของฝ่าพระบาท ทำให้หม่อมฉัน องค์พระประมุขและพระราชอาคันตุกะทุกพระองค์ ณ ที่นี้ ต่างรู้ซึ้งตระหนักได้ดีว่า เหตุใดประชาชนของพระองค์จึงได้พร้อมใจกันน้อมเกล้าฯ ถวายพระราชสมัญญา มหาราช

       แต่หม่อมฉัน ตลอดจนองค์พระประมุขและพระราชอาคันตุกะทุกพระองค์ที่มีไมตรีจิตพรั่งพร้อมกันมาร่วมงานในวันนี้ ขอถวายพระราชสมัญญาที่เรียบง่ายแต่มีค่าและสะท้อนถึงความรู้สึกของหม่อมฉันและทุก พระองค์ ณ ที่นี้ คือฝ่าพระบาททรงเป็น "มิตรที่รักและพึงเคารพอย่างที่สุดของพวกเรา"

       ฝ่าพระบาททรงเป็นพลังบันดาลใจให้กับพวกเราเหล่าพระประมุขด้วยกัน และสิ่งนี้คือเหตุสำคัญล้ำลึก ของความพร้อมเพรียงกัน มาถวายพระเกียรติในครั้งนี้

       หม่อมฉัน องค์พระประมุขและพระราชอาคันตุกะทุกพระองค์ ณ ที่นี้ ขอถวายพระพรฝ่าพระบาท และสมเด็จพระราชินี ทรงพระเกษมสำราญ และทรงพระเจริญ พระชนม์สุขสิริสวัสดิ์พร้อมทุกประการทั้งขอให้ประเทศและประชาชาติไทย
มีความวัฒนาผาสุกยั่งยืนนานตลอดไป
